There can be distinct differences between those proposals requesting funding for educational or public service projects and those proposing a program of basic research; however, these are the most common attributes of the proposal package:
Includes project title, project period, funding requested, PI name and title, authorizing signatures. There is a considerable amount of supplemental institutionally related information which is required on almost all award proposals, i.e., reference numbers and codes. See institutional information for often requested information.
Short description of the project, its goals and projected outcomes; it enables reviewers to get a general idea of the content of the proposal. The PI completes the abstract.

Many agencies provide either a form or format for budget presentation which necessitates following the instructions explicitly. Although the PI should participate in the development of the budget, the administrator must determine whether it conforms with the agency's guidelines AND the applicable cost principles. The budget must also conform to UVa's costing policies and accounting system. The budget is typically divided into two sections: direct costs and Facilities and Administrative costs (also referred to as "F&A" or indirect costs). There should be a separate budget for each year of requested funding as well as a cumulative budget.
Detail of money or 'in kind' contributions committed to a project by UVa, which may include cash, effort, supplies and/or equipment
Provides categorical justification for the budget request, including complete and careful explanations of any direct costs included in the budget which are usually considered to be F&A (indirect) costs according to the OMB Circular A-21. Any requests in the budget for consultants, subaward costs and other miscellaneous costs must also be detailed in the budget narrative. Be sure to consult both University and agency guidelines regarding any specifically stated unallowable costs.
A chronological and comprehensive detailing of the professional accomplishments of the PI. The PI or her/his secretary will typically have a current copy of this document.
Curriculum vita(e) of all key personnel involved in the project should be included if specifically requested; often a biosketch of the key personnel is sufficient.
A listing of all current and pending support of the key personnel resources - sometimes the sponsor/program announcement will require information concerning the currently existing resources available on grounds which would be appropriated for use in the proposed project. This may include such items as space or equipment availability. Again, the PI would be responsible for confirming and providing this information.
States the need for or the objectives of the project and details the work to be accomplished
Generally follows the narrative; includes previous work on related projects as cited
