A Notice of Award is sent to the institution. Usually the Office of Sponsored Programs (OSP) receives it. If a department or principal investigator receives the notice, it must be passed on to OSP.
Once OSP has the notice, they issue an internal notice of award to the research administrator and principal investigator. OSP sets up a financial account number and loads a budget. After the start date of the grant/contract period, expenditures can be made.
